Indiana Policy and Governance

High ability education in Indiana is shaped by a combination of state statute, administrative guidance, and local decision-making. The Indiana Association for the Gifted works to support informed conversations about these policies by sharing research, educator perspectives, and accurate information related to high ability education. IAG monitors developments at the state level that may affect the identification and services of high ability students, including legislative proposals, budget language, and guidance from the Indiana Department of Education. 

Through consistent monitoring and advocacy, IAG champions legal and policy changes before the Indiana General Assembly, the Indiana State Board of Education, and other governing bodies. IAG frequently collaborates with the Indiana Department of Education, the Indiana Commission for Higher Education, and a variety of other partners.  

The Role of the Indiana General Assembly

The Indiana General Assembly plays a key role in shaping the state framework for high ability education by enacting legislation and approving the state budget. Through statute, the General Assembly establishes requirements and expectations related to the identification and service of high ability students. Through the budget process, it determines funding levels and may include directives that influence how high ability education is supported statewide. While local school corporations retain authority over program design and implementation, decisions made by the General Assembly set important parameters that affect how high ability education is prioritized and delivered across Indiana.

Indiana Code Article 20-36 establishes the statutory framework for the identification and education of high ability students in Indiana. 

The Role of the Indiana State Board of Education

The Indiana State Board of Education establishes statewide education policies and rules that support the implementation of Indiana law, including those related to high ability education. While the Board does not create statutes or operate local programs, it adopts rules, standards, and accountability frameworks that influence how state requirements are carried out by school corporations. Through its rulemaking and oversight responsibilities, the State Board helps shape the broader policy environment in which high ability identification and services are delivered across Indiana.

Rule 511 IAC 6-9.1 provides guidance on waivers related to curriculum and graduation requirements for high ability programs. 

The Role of the Indiana Department of Education

The Indiana Department of Education is responsible for administering and implementing state laws and policies related to high ability education. IDOE provides guidance to school corporations on identification practices and program requirements, administers state-supported high ability initiatives and funding, and offers technical assistance to support local implementation. While program design and service delivery remain local decisions, IDOE serves as the primary state agency that interprets policy, communicates expectations, and supports districts as they work to meet state requirements for high ability education.
